How do you get the scuba equipment?

I've searched ZAM, and Lkl is offering coins for it here:

He states "its from lau party and pet party Thd guys quest..." & "The Partys.... The Wons That Are in the Calender.... The lau Party Quest You Must Have ah Lau Peice from sc to make the quest wor"

But I have no clue what he is trying to say...

How do you get the scuba equipment?

You attend the parties and there is an NPC there with a quest symbol over his head. You do his quest and you get a reward. If you are extremely lucky you will win a piece of the scuba outfit. GOOD LUCK!!!

Every once and a while Dorian, there are "Luau Parties" If you check the calender you will see when the next one is ^_^, And like Zoo Zoo said, if you complete the quest with an SC Peice (Such as Luau or island outfits, or a Tiki Mask) and if you are lucky, you will get a peice.

Basically:
Head to a Luau (they're labeled on the calendar). Locate someone named Tiger the Party Animal or something like that. He has a quest: Dress up for the Luau. You can use an appropriate piece of SC equipment or use the Castle Creation Kit from last year. The reward may be Scuba.

Good luck! And be wary of the lag! These are on Server 1 and a lot of people know about the Luaus!
